Tidal Blades
Whether working for hire or just taking whatever shiny objects they can find, thieves abound within Naviri. Some thieves might be working for a good cause—hired by the city to steal back something that was stolen, perhaps. Others will take anything they can get their hands on, no matter who it might belong to.
Motive: Greed
Environment: Anywhere there's something to be stolen, but particularly in the area around Angler's Cove

Damage Inflicted: Minor wound (3 points)
Movement: Short
Modifications: Stealth, stealing, and deception as level 4; lockpicking as level 5
Combat: Thieves typically prefer light and medium weapons, particularly bows and small blades.
Instead of inflicting damage, a thief's attack may blind, disorient, or otherwise distract their foes in an attempt to get an advantage. Foes affected by these tricks are hindered on their next action.
Interaction: Most thieves listen to the sound of money over anything else, and they (or their stolen items) may be bought for a price. Some thieves are on the up-and-up, working for the city or for honest citizens who wish to retrieve something of theirs that was taken.
Use: Thieves happen upon the place where the characters have made camp and ask to join them. A group of thieves arrives to steal a thing that the characters are just about to steal themselves.
Loot: Depending on whether they've just robbed someone or not, thieves may have anywhere from nothing (other than their weapons and clothing) up to a couple of stolen objects or 1d6 shells.
GM Intrusion: During combat or in an attempt to escape, the thief pulls out a stolen cypher and activates it, without knowing what effect it will have.
