Theodora Fry, most often known by her last name, is a doctor advertising herself as an arms dealer (and yes, she's heard the pun a thousand times before). Fry does sell legal weapons, but you can get legal weapons in any number of establishments. If you want military-grade cybernetics—without a military-grade background check—Fry's the one to see.

A woman with a soldier's bearing and a no-nonsense attitude, Fry keeps the small talk to a minimum. She toes the line between security and paranoia: she has no visible cybernetics of her own, which is odd for her milieu and profession; she doesn't carry a phone; she prefers to be paid in cash; and her shop, a basement accessed from an alley not marked on any maps, is a dead zone for all wireless connectivity—which means that her patients can't even activate their new chrome until after they've left.

In truth, Fry is a former United States government contractor.

Her life was threatened when she disclosed to reporters that the United States government—and several foreign governments—use cybernetics to surveil private citizens' dreams.

Every reporter working the story was assassinated. Fry changed her name and face, and fled to Edge City.

Fry would still take the story public, with the right opportunity; for now, her priority is keeping her former identity a secret—which is an expensive endeavor, in a world no longer suited for the analog.

She couldn't resist the easy paycheck of implanting the same cybernetics she once risked her life to expose.

Motive: Evade the United States government; expose the ways cybernetics are used for surveillance

Movement: Short

Modifications: Speed defense as level 5; medical and technological knowledge as level 6

Combat: Fry attacks once per round with a small pistol that she carries at all times. If disarmed, she uses improvised weapons (such as a scalpel) or her fists.

If she fears impending capture, Fry will take the nuclear option: detonating explosives hidden throughout her shop, heedless of any characters who happen to be inside. On a failed Might defense roll, PCs sustain 6 points of damage and are trapped by rubble until they escape as an action.

Interaction: Fry is suspicious of strangers, unless they've come to talk business. She prefers to be paid in cash or in kind. She will only reveal her past to characters who can guarantee her safety, once she's satisfied that their intentions are earnest.

Use: A PC wants to be outfitted with new cybernetics. A character's existing cybernetics begin to malfunction, requiring maintenance or removal.

Other Equipment: Fry carries a poison sniffer, Resurrection® cocktail, and two doses of Dex®.

GM Intrusion: A government strike team raids Fry's shop—and they don't care if the PCs are collateral damage.
